How are you using ReTarget popups in B2B?

Guys, I need some advice from those of you who are experts in monetizing B2B products or complex SaaS platforms. We have a cloud-based analytics automation service, and the latest integration of a new fraud monitoring feature has created an unexpected headache. We’ve started blocking a bunch of users right from the start: some fail the automatic IP check, others try to register a second account during the free trial, and some customers simply click “Cancel Subscription” and enter a cooling-off period. In reality, the server is wasting resources processing these requests, the marketing team is paying for every contextual ad impression, and the user ends up with a hard reset and a blank screen displaying a status error. Our team lead suggested not rewriting the error-handling logic from scratch, but instead integrating the ready-made third-party solution ReTarget.gg , which intercepts such dead-end sessions via a single JavaScript script and displays a targeted partner offer right when the Decline Popup triggers. We ran a test campaign across a couple of regions, and the script actually determines the user’s country on its own and presents them with a relevant alternative instead of a dead end. Technically, everything was up and running perfectly within half an hour, but now the question is how to properly configure the process’s economics on the advertiser’s side. Who’s actively running similar retargeting overlays in B2B? Which payment model is better for maximizing ROI—a fixed fee per conversion (CPA) or using CPC to capture clicks from high-intent users who’ve just abandoned a page? And don't these pop-up windows prevent users from returning to the site if they decide to register again?
